In Morrowind the lockpicking system is a bit uneventful and based on randomness. Whether you wanted to break into someone's house or open a treasure chest, often you'd bump into a lock which can either be opened with a key (if one exists), with alteration magic or by picking the lock with lockpicks. Lockpicking has always been a part of the Elder Scrolls games. Secret Master tools exist only in the Construction Set and are not found anywhere in the game. Grandmaster tools can be found in many places (mostly only as leveled loot), but are not sold by any vendors. (These are separate merchant types in the Construction Set, but with only a few minor exceptions, all merchants who deal in one will deal in the other as well.) Only Apprentice, Journeyman, and Master level tools are available for trade.
